Governance

The West End Community Council is governed by the City of Edinburgh Scheme for Community Councils

Established under the Local Government (Scotland) Acts 1973 and 1994, the scheme is the official governance framework that sets out the rules, boundaries and operations for community councils across Edinburgh.

  • Current Version: Approved on 26 September 2024 and effective from 28 March 2025.
  • Coverage: Outlines provisions for individual community council geographical boundaries across the city.
  • Core Rules: Covers membership criteria, code of conduct, meeting procedures, and financial reporting guidelines.
  • Elections: City-wide elections occur on a four-year cycle, with the next scheduled for 2029.
  • Local Interest Groups: Registered local groups can nominate voting representatives to sit on community councils under guidelines updated in the current scheme.

The community council core funding is supported by the City of Edinburgh Council

WORKING WITH US

Volunteers

The vast majority of our work is carried out by unpaid volunteers from our community who give their time generously for the benefit of all. Without permanent staff and many demands on volunteer time, please accept our apologies if we take a while to respond to communications or occasionally miss something. If you are interested in volunteering please contact us.

Paid Positions

We very occasionally offer short life positions usually linked to a specific project or funding stream. These will be advertised on this website and comply with good employment practice including The Equality Act and Fair Work First along with any specific funder requirements such as The City of Edinburgh Community Grant Fund

Suppliers and Subcontractors

Wherever possible the community council will use local businesses and specialists to provide services and products for our work. They should comply with the good employment practice as if a direct paid position above.

Children and Vulnerable Adults

We do not directly work with either group, however should this be required we would utilise appropriately qualified and screened specialists and follow relevant guidance including National Child Protection Guidance.

Concerns and Complaints

In the first instance please contact the Secretary or the community councillor directly connected to your issue. Should the matter not be adequately resolved please contact the Chair. Appeal of any unsatisfactory outcome will be referred by the Chair to an independent panel chaired by an independent or elected representative (City Council Officer/Councillor/MSP/MP or equivalent.
